The New Ghana colony was the first Federation colony to be established near Klingon space since the 23rd Century. Felicia is the granddaughter of a human woman, Alessandra Garthdotter, who was a trader who did business with the nearby Federation and Klingon colonies. It was on Vortesh four where she met Felicia's grandfather, Portarg, the klingon sheriff who policed the colony.
Home-schooled throughout primary education.

Secondary education on Vortesh Colony at Del'oth Public Education center.

Attended and graduated Starfleet Academy.
Has had a broken wrist, and a slight concussion from an earlier age caused by wrestling Klingon boy at secondary school.
One-quarter Klingon heritage, mixed with Nordic human lineage, created a tall, strong young woman. Her natural athletic abilities and tendencies allowed her to easily build a fit, muscled frame. Has small forehead and spinal ridges that any human-Klingon child would have.
