His father had come long before the war effort had actually begun. He had been a member of the Tal Shiar, but was annoyed at the Romulan government for its need of a secret service to scar their people into loyalty. He used his connections to sneak into Federation space and promptly started a new life on Vulcan. He met Tarra and they soon had a child. After the war effort started, Parno was able to let is Romulan identity known.
Havik was regarded as one of the mediocre students in his class, and unbeknownst to his teachers, his Romulan half led to a few quarrels. The ensuing mental trials made him mentally one of the top students in his class. As soon as he reached the age of 17, he displayed an interest in Starfleet, seemingly out of nowhere. His mother refused, but his father insisted, and once she saw that Havik enjoyed the profession, she agreed to allow him to continue with his studies.
No medical abnormalities for a Vulcan. Compared to a human, organs are jumbled, he as a second eyelid, superior strength and he has more acute hearing. Some telepathy and currently practicing the Vulcan mind meld.
The typical efficient Vulcan haircut worn by Spock. Pointed ears. Developed mental capabilities and strength.
